Welcome to Kesä­katu — heart of the events!

Valkea’s Kesä­katu is a cove­red and hea­ted sec­tion of Iso­katu, approxi­ma­tely 70 meters long. It con­nects four cent­ral blocks of Oulu and brings toget­her nearly 60 ope­ra­tors under one roof. Kesä­katu is open 24/7 and recei­ves an ave­rage of 15,000 visi­tors daily.

1. Gene­ral Infor­ma­tion About the Ren­tal Area and Orga­nizer Res­pon­si­bi­li­ties

Use of Space and Agree­ments

A sepa­rate space‑use agree­ment is made for each event between Shop­ping Centre Val­kea and the event orga­nizer.

Shop­ping Centre Val­kea does not per­mit unet­hical, com­pe­ting, or aggres­sive sales pro­mo­tions on its pre­mi­ses. Val­kea reser­ves the right to inter­rupt any pro­mo­tion that vio­la­tes its rules.

Events held in Val­kea must be desig­ned so that they do not cause shock or distress to our cus­to­mers. The con­tent must be sui­table and safe for all cus­to­mer groups.

The event orga­nizer is res­pon­sible for arran­ging any neces­sary insu­rance for the event (lia­bi­lity and damage insu­rance).

The orga­nizer is res­pon­sible for obtai­ning all per­mits requi­red for their acti­vi­ties, such as sub­mit­ting a noti­fica­tion to the Police if the event qua­li­fies as a public event.

Long-Term Pro­mo­tions

For pro­mo­tions las­ting more than 24 hours, note that Kesä­katu is open around the clock. Unless otherwise agreed, the pro­mo­tio­nal setup must be dis­mant­led over­night.

Adver­ti­sing and Pos­ters

Food and Beve­rage Pre­pa­ra­tion

Food or drink may not be pre­pa­red or hea­ted on Kesä­katu.

If cate­ring is desi­red, it must be orde­red from Valkea’s res­tau­rant ope­ra­tors or grocery store.

Acces­si­bi­lity Requi­re­ments

All ent­rances and pas­sa­geways to the shop­ping centre and its sto­res must remain open at all times. A 4‑me­ter-wide pas­sage must be left through Kesä­katu, cen­te­red on the das­hed line mar­king the middle of the street, unless special per­mis­sion is gran­ted.

Clean­li­ness of the Event Area

The event orga­nizer is res­pon­sible for main­tai­ning clean­li­ness. Val­kea may charge for addi­tio­nal clea­ning if neces­sary.

Use of Valkea’s Equip­ment

The orga­nizer is res­pon­sible for any equip­ment bor­rowed from Val­kea. Com­pen­sa­tion may be char­ged for lost or dama­ged items due to negli­gence.

Music

If music is used, the orga­nizer must handle repor­ting and pay­ment to Teosto / Gra­mex.

The volume must be adjus­ted so that it does not dis­turb other acti­vi­ties in the shop­ping centre.

Policy on Poli­tical Events

We offer poli­tical orga­niza­tions equal oppor­tu­ni­ties to appear on Kesä­katu once before any upco­ming elec­tions. At other times, we limit the orga­niza­tion of poli­tical events in the area. Joint events invol­ving mul­tiple poli­tical par­ties are eva­lua­ted on a case‑by‑case basis.

Policy on Reli­gious Events

We do not per­mit reli­gious pro­pa­ganda or pro­se­ly­tizing for any faith. This policy applies equally to all com­mu­ni­ties.


2. Arri­val at Val­kea and Kesä­katu

Upon arri­val, imme­dia­tely notify Valkea’s secu­rity using the phone num­ber in your space usage agree­ment. Do not share this num­ber exter­nally. Secu­rity can assist with sound setup. Allow extra time for tes­ting, as staff may be busy.

Goods Trans­port

Vehicle limits: Length 12 m, height 4.2 m
Deli­ve­ries must be pre-arran­ged with Valkea’s assis­tant (con­tact info on the “About Us” page).

No par­king or sto­rage is allowed in the ser­vice tun­nel.

Par­king

Self-paid par­king is recom­men­ded at Kivi­sy­dän or Valkea’s par­king garage, both with direct ele­va­tor access to Kesä­katu.

3. Safety

It is the res­pon­si­bi­lity of the event orga­nizer to ensure that the event does not cause any safety risks, harm, or dis­tur­bance to the shop­ping centre, its cus­to­mers, or its tenants.

Kaup­pa­kes­kus Val­kea is a 24‑hour moni­to­red area. Valkea’s secu­rity (Reila) is res­pon­sible for ensu­ring the safety of cus­to­mers and emplo­yees.

If the event orga­nizer encoun­ters any dis­tur­bance during their event, they may con­tact Valkea’s secu­rity. The phone num­ber can be found in the event’s space usage agree­ment.

If the event orga­nizer requi­res secu­rity ser­vices for their event, they must request a quote from the secu­rity pro­vi­der of their choice.

4. Safe Space Principles

The event orga­nizer must com­mit to fol­lowing the safe space principles of Kaup­pa­kes­kus Val­kea.

Eve­ry­one is welcome in Val­kea as they are, regard­less of appea­rance, sexua­lity, gen­der, natio­na­lity, eth­nicity, reli­gion, values, socio­eco­no­mic background, health, or func­tio­nal abi­lity.

Res­pect others’ per­so­nal phy­sical and psyc­ho­lo­gical space wit­hin the shop­ping centre. Res­pect self‑determination. Do not touch anot­her per­son wit­hout asking for per­mis­sion. Remem­ber that you can­not know someone’s boun­da­ries wit­hout asking. Request space for your­self when nee­ded.

Do not harass, mock, ridicule, belittle, exclude, or embar­rass any­one through your words, beha­viour, or actions. Refrain from com­men­ting on appea­rance, sprea­ding rumours, or rein­forcing ste­reo­ty­pes.

Apo­lo­gize if you have inten­tio­nally or unin­ten­tio­nally offen­ded someone.
