Welcome to Kesäkatu — heart of the events!
Valkea’s Kesäkatu is a covered and heated section of Isokatu, approximately 70 meters long. It connects four central blocks of Oulu and brings together nearly 60 operators under one roof. Kesäkatu is open 24/7 and receives an average of 15,000 visitors daily.
1. General Information About the Rental Area and Organizer Responsibilities
Use of Space and Agreements
A separate space‑use agreement is made for each event between Shopping Centre Valkea and the event organizer.
Shopping Centre Valkea does not permit unethical, competing, or aggressive sales promotions on its premises. Valkea reserves the right to interrupt any promotion that violates its rules.
Events held in Valkea must be designed so that they do not cause shock or distress to our customers. The content must be suitable and safe for all customer groups.
The event organizer is responsible for arranging any necessary insurance for the event (liability and damage insurance).
The organizer is responsible for obtaining all permits required for their activities, such as submitting a notification to the Police if the event qualifies as a public event.
Long-Term Promotions
For promotions lasting more than 24 hours, note that Kesäkatu is open around the clock. Unless otherwise agreed, the promotional setup must be dismantled overnight.
Advertising and Posters
- Roll-up stands are not allowed directly in front of display windows; they may only be placed in front of columns.
- Flyers and brochures may be distributed only within the rented area. Distribution near entrances is strictly prohibited.
- Posters must not be attached to Valkea’s walls, windows, or doors.
Food and Beverage Preparation
Food or drink may not be prepared or heated on Kesäkatu.
If catering is desired, it must be ordered from Valkea’s restaurant operators or grocery store.
Accessibility Requirements
All entrances and passageways to the shopping centre and its stores must remain open at all times. A 4‑meter-wide passage must be left through Kesäkatu, centered on the dashed line marking the middle of the street, unless special permission is granted.
Cleanliness of the Event Area
The event organizer is responsible for maintaining cleanliness. Valkea may charge for additional cleaning if necessary.
Use of Valkea’s Equipment
The organizer is responsible for any equipment borrowed from Valkea. Compensation may be charged for lost or damaged items due to negligence.
Music
If music is used, the organizer must handle reporting and payment to Teosto / Gramex.
The volume must be adjusted so that it does not disturb other activities in the shopping centre.
Policy on Political Events
We offer political organizations equal opportunities to appear on Kesäkatu once before any upcoming elections. At other times, we limit the organization of political events in the area. Joint events involving multiple political parties are evaluated on a case‑by‑case basis.
Policy on Religious Events
We do not permit religious propaganda or proselytizing for any faith. This policy applies equally to all communities.
2. Arrival at Valkea and Kesäkatu
Address: Isokatu 22–25, 90100 Oulu
Upon arrival, immediately notify Valkea’s security using the phone number in your space usage agreement. Do not share this number externally. Security can assist with sound setup. Allow extra time for testing, as staff may be busy.
Goods Transport
- Small setups can be carried in through Kesäkatu’s end doors. Do not roll pallets or carts through vestibules.
- Larger deliveries must go through Valkea’s service tunnel.

Vehicle limits: Length 12 m, height 4.2 m
Deliveries must be pre-arranged with Valkea’s assistant (contact info on the “About Us” page).
No parking or storage is allowed in the service tunnel.
Parking
Self-paid parking is recommended at Kivisydän or Valkea’s parking garage, both with direct elevator access to Kesäkatu.
3. Safety
It is the responsibility of the event organizer to ensure that the event does not cause any safety risks, harm, or disturbance to the shopping centre, its customers, or its tenants.
Kauppakeskus Valkea is a 24‑hour monitored area. Valkea’s security (Reila) is responsible for ensuring the safety of customers and employees.
If the event organizer encounters any disturbance during their event, they may contact Valkea’s security. The phone number can be found in the event’s space usage agreement.
If the event organizer requires security services for their event, they must request a quote from the security provider of their choice.
4. Safe Space Principles
The event organizer must commit to following the safe space principles of Kauppakeskus Valkea.
Everyone is welcome in Valkea as they are, regardless of appearance, sexuality, gender, nationality, ethnicity, religion, values, socioeconomic background, health, or functional ability.
Respect others’ personal physical and psychological space within the shopping centre. Respect self‑determination. Do not touch another person without asking for permission. Remember that you cannot know someone’s boundaries without asking. Request space for yourself when needed.
Do not harass, mock, ridicule, belittle, exclude, or embarrass anyone through your words, behaviour, or actions. Refrain from commenting on appearance, spreading rumours, or reinforcing stereotypes.
Apologize if you have intentionally or unintentionally offended someone.
If you feel unsafe in Valkea, contact security.
